Background   PRP 9 required the licensee to undertake investigations into the reasons for occasions of elevated ammonia concentrations in treated effluent. In response to this PRP the licensee identified a number of potential reasons that may have contributed to elevated ammonia concentrations in treated effluent.  The licensee advised that some of these contributing factors have now been altered or remediated to reduce the risk of elevated ammonia concentrations in treated effluent.  
Deliverables By 31 March 2014 the licensee must complete the following actions and submit a report to Regional Manager Hunter – Environment Protection Authority, PO Box 488G, Newcastle NSW 2300:   (a)  Compile an assessment report following twelve (12) months of additional monitoring for ammonia at the site. This report must: (i) compare the results of ammonia concentrations recorded at the site since August 2012 to historical ammonia levels; (ii) indentify any trends in the monitoring results; (iii) identify and provide reasoning for any exceedances above a concentration limit of 5mg/L since August 2012; (iv) detail if the measures implemented to reduce ammonia concentrations have been successful; and (v) if the measures have not been successful detail further measures that will be implemented to achieve a maximum ammonia concentration of 5 mg/L. (b)  Undertake a desktop review to assess and confirm: the design intent of the Wastewater Treatment Works (WWTW); the existing capacity of the process units as installed; and expected discharge quality for the WWTW as designed.  The assessment must propose achievable 90th and 100 percentile ammonia concentrations. This review must include consideration of the treatment system in place at the site (noting any planned upgrade works if applicable) and the receiving environment and nearby receptors.
